Kelmė district municipality is located in the south-western part of Šiauliai county, the center of which is Kelmė. The Kelmė district municipality covers 1705 km² (20% of the county's area). In Kelme district there are Kelmė, Kražiai, Kukečiai, Lioliai, Pakražantis, Šaukėnai, the surrounding area Tytuvėnai, Tytuvėnai, Užventis, Vaiguva elderships.
In Kelmė region are 53 lakes (the largest ones are Gauštvinis, Gludas, Bridvaišis, Karklenai), 10 ponds (Aunuvėnai, Kentrių, Pašuvos). The largest forests are the Vainagiai, Patumšiai, Padubysis, Tytuvėnai. About 10 parks are counted. The most famous of them is Pagryžuvis Park.
Agricultural land makes up 56.9%, forests - 28.4%, roads - 1.6%, built up area - 1.9%, waters - 2.4%, other land - 8.8%. An exceptional feature of Kelmė district - in the territory of the district there are even 4 territories of regional parks (Tytuvėnai, Dubysa, Kurtuvėnai, Dubysos).
In the district of Kelmė, the municipal transport system is formed by the following main modes of transport: road transport, railways. There are also aerodromes in the areas of Vaiguva, Mockaičiai and Lioliai.
The city of Kelmė is located near the Via Hanseatica - the highway A12 Riga-Siauliai-Tauragė-Kaliningrad. Distance from the city center to the road Vilnius-Klaipėda - 23 km, to Šiauliai - 42 km. Other communication networks:
• in the east direction - country road No. 157 Kelmė-Tytuvėnai with Kelme, Šiauliai. The distance from the city center to Tytuvėnai is 19 km;
• in the west direction - country road No. 158 Kelmė-Užventis su Užventis. Distance to Užventis-27 km;
• in the south-easterly direction - country No.3503 Raseiniai-Lioliai-Kelmė with Raseiniai. Distance to Raseiniai - 32 km;
Tytuvėnai Railway Station, Radviliškis Region Station Station, is located in Kelmė District Municipality in the southwestern part of the district. Radviliškis-Pagėgiai passes the 16 km stretch of the railway. Various cargo is transported: crushed stone, timber, building materials, mineral fertilizers, liquid fuel. Passenger trains do not currently run.
